COUNTY OF HERTFORD.
Preparations by Civil Authorities of the County of Hertford for action in the event of a Hostile Landing or Raid.
The Right Honourable George Devereux de Vere Capell, Earl of Essex, Vice Lieutenant and Acting Lord Lieutenant of the County of Hertford, directs: That the following Instructions for the guidance of the Civil Population of the County of Hertford in the event of a Landing by the Enemy in this Country. be published for general information.
NO OCCASION FOR ALARM OR PANIC.
1.- An attempt to land a hostile force on our shores is no more likely now than at any time since the War began. Although a successful landing is improbable it must however be regarded as possible.
2.- To be prepared for such a contingency is our duty. Acting on the advice of the Government, a Central Emergency Committee has been formed in the County to deal with such matters as may arise in the event of a raid taking place.
CONSTITUTION.
Chairman—The Lord Lieutenant of the County, the Earl of Essex (acting).
Members—(1) The Chairman of the Standing Joint Committee, Right Hon. T. F. Halsey ; (2) The Chief Constable of the County, Major Alfred Law ; (3) The Chairman Territorial Force Association, the Earl of Essex; (4) A representative of the General Officer Commanding, Central Force, Lieut.-Col. R. M. Foot, A.A. and Q.M.G., 2nd London Division, St. Albans.
3.- Local Emergency Committees have been established by the Central Committee throughout the County—one for each of 35 Police Sectional Areas.
These Committees have in each case the Chief Special Constable or Section Leader as Chairman, and Sub-Section Leaders of Special Constables with a Military Representative as members, and the Superintendent of Police of the Division, as an ex-officio member.
These Committees will have the assistance of the Police and of the Special Constabulary.

4.- Should news reach the people that a landing is to be attempted or has been effected, Inhabitants are enjoined to remain quietly in their homes and pursue their ordinary avocations.
5.- If it should be thought advisable by the General Officer Commanding the Defence Area in the County of Hertford, that any particular district should be vacated, instructions will be given to the CHIEF CONSTABLE by the Military Authorities, and communicated to the people through the Regular Police and through the Section Leader of Special Constables of each Area concerned. The instructions will inform the people where they should go, and by what roads.
6.- Similarly, instructions as regards the disposal of live stock will be issued through the Police and Special Constabulary.
7.- Individual action or action ordered by any authority other than that of the Police and Special Constabulary should not be taken.
