The man 5th from the left is my father Pc 246 Philip Gray who served between 1927 and retired as a D.s. at Watford in 1957. I believe this is the “D” division football team circa 1930.
The player second from left is Ron Gaylor, a Sergeant at Hatfield Guardroom in the 60’s and later Inspector at Stevenage where he finished. Far right in dark suit could be John Childs who worked in HQ and later moved to Australia to be with son. 1 Feb 2018

Although I cannot identify anyone in the photo (and I am certainly not there myself), there appear to be 11 ‘players’ , one of whom has a different ‘jersey’ and is possibly holding gloves.
My conclusion – it’s more likely to be a football team.
