PC Smith was on duty in North Street Bishops Stortford when he apprehended Charles Kelgour, a tramp, for begging alms. The following day he attended the Corn Exchange Bishops Stortford for the Petty Sessions and before Magistrate Reverend F Vander-Meulen the case against Kelgour was heard. He was sentenced to 14 days in Cambridge Prison.

PC Smith was tasked with distributing Bills of Weights And Measures around Bishops Stortford. (At this time there were no such thing as Trading Standard Officers and one of the responsibilities of the Police was to check traders who used measuring devices such as scales to make sure they were accurate Ed).
