PC Smith was on duty in North Street Bishops Stortford when he apprehended Charles Kelgour, a tramp, for begging alms. The following day he attended the Corn Exchange Bishops Stortford for the Petty Sessions and before Magistrate Reverend F Vander-Meulen the case against Kelgour was heard. He was sentenced to 14 days in Cambridge Prison.
