James William Batty (66) , a bricklayer , and Frank Asher (51) , a china worker , both of no fixed abode , appeared at an occasional court at Hertford on Tuesday accused of peddling without a certificate at the Arcade , Hertford , on January 8.
Both pleaded guilty .
Asher was fined 5 shillings and Batty was fined 2 shillings and sixpence .
