Horace Brinsmead, 74a Commerce Road, Wood Green, was fined 10s. for obstructing the High Street, Puckeridge, on February 20.
PC Pavitt , who proved the case , said that he had to regulate traffic for a quarter of an hour. He went to a fish shop and saw defendant eating fish and chips.
